I witnessed a similar thing a couple years ago ago at a hotel in La Ropa. The man in line in front of me to check out was leaving early because there was heavy construction going on right outside his room. I'm just in line behind him so I'm overhearing the conversation.

Apparently he had prepaid for the week. The hotel manager was unable for whatever reason to process a refund for the unused day and had to send him away with the agreement that he would have to initiate a chargeback on his card when he returned to the US.

I'm not sure this is a scam so much as the credit card companies making it difficult for both merchants and customers to make any kind of adjustments.

And they do make it difficult. I recently discovered to initiate a dispute with my Citi Bank Costco card, I have to print hard copy of all my documentation and mail it to a PO box. They will not accept anything electronically, and of course FedEx won't deliver to a PO box, so if you're outside the US, you're screwed.

Why? What's wrong with Correos Mexicanos? The only mail service I've had any difficulty with recently has been the U.S. Postal Service. EIGHT MONTHS to receive a letter from the USA, thanks to the previous Retrumplican administration intentionally sabotaging the mail system.
