Have the vaccines arrived in Zihuatanejo and what is the procedure to sign up for one?

There was some mention on The Board recently that Mexico would be receiving vaccines from Russia and/or China.
I've seen no mention of the Russian or Chinese vaccines on US or Canadian TV. It would be interesting to know why....and to know how efficacious they are. I suppose no one in the West would want to acknowledge that "the enemy" is capable of producing good stuff.
We have a situation in Canada that I also have not seen discussed on US TV: because the delivery schedule of vaccines to Canada have been slower than originally hoped for, provinces have decided to delay administering the second, or "booster" shots for up to four months. Pfizer and Moderna recommend only a 21 or 28 day delay between doses. There seems to be little science behind the decision to delay: governments have decided that, due to limited supply, it is more important to get a first dose into as many arms as possible, rather than following manufacturers' recommendations for only a 3 or 4 week delay between doses. Interestingly, neither Pfizer nor Moderna have been willing to "sign-off" on decisions to delay second doses.
I had my first shot yesterday....of Moderna, (Dr. Fauci and I) and was told that my second, or booster shot, will likely be scheduled for late July.

I'm actually hoping to get the Russian vaccine because it appears to be the most effective of all. Mexico just received a large shipment from them, just in time for Zihuatanejo's turn. ;-)
