Only mandatory if you want to do any real business like buying/selling your house, buying a new car, opening a bank account, contracting for utilities and other mundane things.

As a non-citizen or non-resident, you cannot even get one.

Not entirely uneducated, I clicked on one of Tally Ho's links, and viola: it's a Mexican registration similar to a US Social Security Number or, in Canada, a Social Insurance Number.
I opened a Mexican bank account a couple of years ago, at Intercam. Didn't need an RFC then, so I guess they're a new thing.
