I understand the 16% IVA tax on goods but when was the IEPS 8% added to our food purchases

It's existed since 1980 under Presidente López Portillo. The Impuesto Especial sobre Producción y Servicios (IEPS) is the tax paid for the importation of gasolines, alcohol, beer, flavored drinks, tobaccos and foods with high caloric content. It was just raised almost 8% on Jan. 1.
