You are correct. September 16th is their Independence Day. However, they celebrate it on the evening of the 15th because supposed Father Hildago rang the bell and cried out, "Viva Mexico!" at midnight. (I think it was actually early in the morning of the 16th but why ruin a cool tradition?)
