What is the statue???

At the far end of the new Paseo Capricho del Rey is a statue. It is wrapped in black plastic, but appears to be taller than the beautiful bronze women in town. It's left hand is extended forward, below the waist and is not covered by the plastic. It's facing inland.

Any ideas/guesses who or what it is??? Our observations were made from the water as we paddled by.
