I just went to a couple of banks in canada,
exchange rates at .075 for 1 peso 1 CAD = 13.33 MXN
1000 CAD = 13300 MXN
using simple conversion tool on the net .071 for 1 peso

1000 CAD = 14160 MXN

1000 CAD = 14520.00

probably best to shop around depending upon the amount...

I haven't a clue what the ATMs rates & fees are in mexico, scotia bank ATM?
