WHO SPECIFICALLY does the USA owe?

Any and all investors who purchased United States Treasury Bonds, Treasury Notes, and Treasury Bills. These are debt obligations of the United States Treasury. Investors around the world purchase these investments because they have always had every reason to believe that the United States would honor its debts. The 14th Amendment to the United States Constitution states that, ​"The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned."

Some legal experts have argued that this means that whether or not the United States Congress authorizes an increase in the debt ceiling, the U.S. must still pay its debts. Others have claimed that this is a dubious interpretation. The U.S. Supreme Court has not ruled on this issue.

Of course, along comes a sick, cruel, corrupt *Dictator Wannabe who believes he can wish away the United States debt. The result of the U.S. defaulting on its debt would be similar to a few dozen thermonuclear devices simultaneously detonating in the major financial centers around the world. Just gotta' love the chaos. The one redeeming consolation is that the ^Basement Dwelling MAGA would be taken down with the rest of us.
