I can’t imagine the mayor or family being anti-dog. Their beagles ran around during ing a fund raiser to most everyone’s amusement.

A person can be a dog owner and also not be a responsible dog owner. I think of the number of dogs I have seen in Mexico tethered on a short lead for hours, in the sun, the rain, or even in tropical stormsi.

I think of the number of irresponsible dog owners who let their “furry children” out onto the street exposed to traffic and the number of dogs I see dead at the side of roads because of those irresponsible owners.

When I take my dog for walks (always with poop bags) on beaches we commonly see dogs unaccompanied. Even when accompanied, only once have I seen the human with dog poop bags.

The problems are not with responsible dog owners. The problems are with irresponsible dog owners.

The person in the video ought not to be vilified and penalized. They ought to be held up as an example of how people ought to behave.

But it appears that the “good burghers" of Zihuatanejo don’t care enough about dogs, dog ownership, or visitors to their beaches to require even the licensing of dog ownership. Not only are dog licenses not required, from as best as I can determine, dog licenses are not even available.

With dog licensing, responsible dog owners and their pets could enjoy their time together in paradise and irresponsible owners could be held accountable.

This man ought to be awarded, not arrested.
