Yes, it's a natural phenomena. Usually not seen in the mornings when we paddle.

The city takes water samples regularly, don't know how often, maybe every 2 weeks. We see them doing their collections. Used to have the site where the results were reported, don't now, but they are regularly posted as hard copy in the alley between The Thompson and Villa Mexicana.
