Even if we tried to cater to the lower-income visitors, in order for the community of over 100,000 people to prosper we would need more of those visitors than our infrastructure can cope with. It isn't worth the investment. It isn't sustainable tourism. They already complain that everything is too expensive for them.

Diversifying the local economy to provide other sources of income that families could live on is the key, especially in periods of unstable tourism, which is already a fickle industry. We currently have nothing to fall back on besides illicit activities. Locals do what we can to support our neighbors, but too much of our tourism income doesn't stay local, it isn't spent locally. It goes to banks in other cities and other countries. The cash cow only has so much milk to give, and the local community is getting squeezed out.
