Fonatour Steamroller
There's only one way to deal with this...the locals must organize. It's really ugly that FONATOUR hasn't honoured its agreements with the ejidos and witheld the agreed upon monies for 40 YEARS!!%$#
You need a committee that includes several pro-bono lawyers and publicists, and have to do your best to form working coalitions with other similarly interested groups that have a stake in the integrity of the Zihua Bay.
Merchant and business associations, Church groups, Rotary and other clubs that do good works and represent a cross-section of the community. It's a monumental and highly politicized task.
All of the FONATOUR functionaries involved must come under microscopes and their personal lives and habits scrutinized and if need be publicized.
It's an immense job.
A supportive foundation would be helpful.
