Noise in Centro
I'm really surprised you would say all that. How long has it been since you lived downtown? My corner is quiet and we sleep peacefully at night because we have taken action. Other neighbors report similar results though there is still much to do, apathy being the biggest obstacle to overcome. Whatever you think of the police doesn't matter. They are obligated to respond or they can lose their jobs. And as has been repeated here, if a bar continues to violate the noise pollution laws they will be closed by Dirección de Ecología. Even cars are told to turn down their music or face detention and a fine. But citizens MUST get involved for improvement to occur. In Mexico if no one complains about a violation of the law then rarely do authorities take action of their own initiative. Different legal system, different culture and different historical mindset than "back home".
I have no idea what your comments about riots or rioters have to do with anything. We've never had a riot in Zihuatanejo that I'm aware of and as far as I can tell we are very unlikely to experience one in the near future. Maybe what you're calling a riot is what most of us here call a protest, which occur for so many reasons that it would I find it rather silly to say the authorities are afraid of them. Our protests in Zihuatanejo are fairly tame compared to the rest of the state, with the exception of the birth of the PRD 24 years ago when they blocked Zihuatanejo's road to Ixtapa and there was a death or two. Things are rarely what they appear to be in Mexico, especially in Guerrero. What authorities are most afraid of is that folks won't pay their taxes or participate in elections. Other than that, most protests are political in nature and feature the same old adversaries as always. Unrest in Guerrero translates into all kinds of benefits for the caciques, influyentes and parties. It justifies their very existence.
