Traffic Sign - What does it mean?

I have seen small towns eliminate there traffic problems caused by semaphores buy simply turning them off an placing a one by one sign. But it needs some level of education & respect of the locals. At one those towns (TEPATITLAN, Jalisco)local authorities did a few weeks of standing up at the intersections and controlling the traffic and getting the people get used to the new system. They realized the benefits of it and adapted to it. Tourists and new people arriving adapt very fast to it as well. Most people apply "where ever you go do what you see".

But it needs work and effort, just putting a sign would not do the trick.
