Occupancy rates

What I don't get is why are they still building more hotels or adding rooms to those already built. After spending some time in Zihua recently, we went to Puerto Escondido and Guayabitos. Tourism is down there as well but new hotels are being built and a few are adding another floor. If you look at the growth of accommodations in Zihua in the past ten years, one wonders if there are not too many hotels for the number of tourists.
