Dredging of the Las Salinas Lagoon

Notice the use of plastic sheeting to "protect" the land from the sludge they are going to extract. Granted, I'm no expert in the field, and maybe this IS how it's done, but it looks to me like they cut some corners to make it look like they're taking precautions they actually aren't taking correctly, because the toxic sludge is certainly going to seep into the ground and thus contaminate more land than it already has.

This was the government's response to the injunction by the environmental group ROGAZ, who just wants the government to do things correctly instead of causing even more problems. The municipal government is making this a political game instead of carrying out their due diligence and testing the sludge for contaminants (chemicals, toxins, heavy metals, etc) or carrying out an Environmental Impact Study which I believe would normally be required. But lawmakers in Mexico unfortunately seem to find it quite easy to ignore the laws they find inconvenient. For the sake of political expedience they are risking causing an even greater public health risk, and I agree with ROGAZ that this project deserves a more serious and professional approach than the local government is giving it.
