$40 as a non-resident? Not in 2011 you can't. Maybe on a muni course as a resident but not as a tourist and certainly not at a resort course. $70 w/ cart and range balls is a very fair price, but unless your hotel buys the package it sounds as if you better be part of a large group or visiting for an extended time.
