I think folks need to show a bit more spine than to let an archaic law be used to scare them from participating in meetings where political topics are discussed. If you pay taxes here (and EVERYBODY does via the IVA or Value Added Tax) then you have every right to participate in matters that may affect you. Maybe you recall that the European colonists from whom some of us are descendents had a little REVOLUTION because they demanded NO TAXATION WITHOUT REPRESENTATION.

The law in the Constitución is to ban foreigners from meddling in elections, because the USA along with several European nations had a very bad habit of doing so back before this Constitución was written after the Revolución.
