As a foreign tourist, I would call the phone of the Policia Federal
and indicate that somebody is following you for no apparent reason.
Do it when this is happening and if you guys can, give them the
license plates of the taxi(s) doing so.
What they did to your friends is a crime!!
Probably kidnapping, for not letting private citizens transit freely
in the streets of a city, intimidation and others.
Let see what do they recommend you to do...
