You have a list of real concerns...

BUT, as a tourist (or resident extranjero) you have more power in all
these that you think of. Specially if you guys living and frequently
visit Zihuatanejo get together and write some letters/emails/etc.

Expose your concerns to the Tourism people in the city/state/federation
and see if something happens.

If a Mexican citizen like me do this, they will just ignore me,
but you guys have a lot of power, because you are visitors, because you
are foreigners, because you bring dollars to the country but must
importantly because you are the word of mouth publicity, good or bad, that
Mexico wants/doesn't want.

Use your powers !!
