I doubt that any of your friends actually saw a sea snake unless they went deep-sea fishing. Most likely what they saw was one of our moray eels washed up on the beach. It's very rare to find sea-snakes around all the activity of our beaches.
They are very shy creatures and you really would have to go out of your way to provoke one to bite you. However all sea snakes are deadly poisonous.
I've never heard of anyone who's been bitten by one, though, and I've lived by the ocean for 29 years.
