Buying land in Mexico

I am trying to buy a piece of land on the beach in Barra de Potosi. I was just about to buy it, when my high powered Mexican attorney told me that I might have to buy the land twice. He said the land is held by Ejidatarios, people who are allowed to work the land but don't actually own it. He said you'll end up buying it from the Ejidatarios and then buying it again later from the federal government. Is this true? Where does this apply? I guess Zihua & Ixtapa are already federalized, but what about Barra de Potosi and Troncones? I really don't want to buy any land twice.
