I'm thinking it is twice each year, approximately May 28 and July 15.
Here is my logic.
The Tropic of Cancer is at 23.5 degrees north. The Tropic of Capricorn is at 23.5 degrees south. This is a spread of 47 degrees. It takes half a year or 182.625 days (give or take) to cover these 47 degrees. This works out to 3.8856 degrees each day.
Zihuatanejo is at about 17.38 degrees, a difference of 6.12 degrees from the ToC.
It would take 23.78 days for the overhead sun to cover the 6.12 degrees (3.8856 times 6.12 equals 23.78 days).
The ToC has the overhead sun phenomenon only once each year. Zihuatanejo has it twice each year, once before and once after the solstice.
Twenty-four days before June 21 would be May 28. Twenty-four days after June 21 would be July 15.
A leader who is a bit obsessive. :)
