Surely the contractor has heard of a coffer dam. On the lagoon side of the walk over bridge they drive in sheets of steel usually 3 feet wide by 20 or 30 feet long. Thick steel so that while pile driving it will not bend. This will keep water from entering or leaving the lagoon. The boats of course will need to stay outside the lagoon or on trailers. During the low season (now) since there are not allot of fishing would be the best time. I also do not know the duration of the dredging project. Possibly the project could be done in two stages. One stage this year and finish it up next year. That would involve removing some of the steel sheets for boat traffic. Maybe too much cost to remove and then replace. And yes if the sludge is going to stay it will smell until dried. Or since it will need to be trucked away it could be dredged by the shovel or pumps let sit in that area for a few days to let most of the liquid drain off so as not to travel out of town leaking the stink all over the roads. Find an area outside of town capable of dumping the sledge. I have noticed south of town a few miles a garbage dump not well maintained. But the sludge could be placed on top of the garbage to keep it from flying all over the country. As time goes on the garbage under the sludge/dirt will compost. The US did this for years and still does in rural areas.
