In the state of Washington we have 157 miles of ocean beach and no one would even think of banning dogs on any of them. Many people go there for the sole purpose of letting their dogs frolic on the beach. Not so sure about the use of bags for waste but a lot of city people probably do it out of habit.
And since we get so much of our tourism from the state of Washington you make an excellent point that local officials and Francisco should consider if they want to continue receiving visitors and potential property owners from your neck of the woods.
