the leash part is new

We are not visiting with our dog. We live here. We have a permit from the city allowing our dog to be on the beach with us. We walk on the beach with him almost every day. Only once have we been told we needed a leash. Many times we are stopped and asked for our permit, and nothing is ever said about a leash.
