Since our misguided mayor will soon be renouncing his position to unwisely campaign for Diputado del Congreso de la República (elected officials cannot run for office while holding office in Mexico, imagine that!), I expect this rather poorly conceived law to be sidelined. I hope to get together with some of the other interested locals to try to help rewrite the law just to have it on the books that pets are indeed permitted on beaches.
