I agree with Tally Ho, get what your airline wants, last year I cleared Mexican customs in guadalajara which unlike Zihua, has a real full time vet and an office. Though possibly not required, the vet was happy to see the vet certificate and Alaska Air required it before I could check the pooch in. Its a minor inconvenience compared to the physical discomfort of toting the pet and kennel thru airports etc.
