We got our inalámbrico card in Lazaro Cardenas because we have a house in Michoacán, we were. I thought they were a. Federal program but I have yet to get one for Guerrero.

I believe something may have gotten lost in translation there. INAPAM is a federal program. There isn't one for Guerrero. But perhaps your registered address has something to do with it.
