That's easy. The war on drugs is a failure, but the world's largest market for stupidly banned recreational substance remains the USA, so besides handing organized violent criminals a multi-billion dollar black market on a platter, especially after what the DEA did in Colombia, the USA is also apparently more than willing to continue arming them. Each time a capo falls, like a hydra, several others vow to take his place. So keep arresting them and keep watching them multiply and become even more aggressive. The capos of 20 or 30 years ago were practically gentlemen compared to the monsters of today. Yet the failed war-on-drugs prohibition policies remain unchanged with the minor exception of marijuana in some U.S. states.

So SIMPLE minded to think the cartel is only drugs.
