Does anyone know if the $500.00 usd value rule applies towards arriving via air with new power tools?

I brought in less than US$500 of battery powered tools without duty.

Carefully check the permissions and restrictions regarding the batteries though. They are expensive to buy at a store in Mexico and I have found it very difficult to get them delivered.
