Rob, in a perfect world which you seem to seek, all would respect the 3 rules you have noted but as we humans ( some of us) either can not read, don't believe or are thrill seekers pushing the envelope. These are the ones who seek the up close encounters with wildlife which teaches the dangerous ones that humans either have food for them or are the food.
So relocation protects us (the ones that can read, do believe and are not thrill seekers) from the dangerous animals of all parts of the world.
It should be up to us humans to ensure that these animals are being relocated to areas that reflect their natural habitat, unfortunately this does not all ways happen.
