No change of law that I've heard of. Services included in prices such as fishing charters are entirely up to the person or business providing the service. Sounds like they are trying to sell you something that looks cheaper than the competition, but there is an old saying: al comprar barato te cuesta caro - by buying cheap it costs you more. Sort of like you get what you pay for.
Maybe it is their policy that changed on Jan. 1 regarding the inclusion of fishing licenses in their charter packages.
