Your welcome, the screen comes up with choices for withdrawal amounts and $12,000 is the highest but there is a box I think in the lower right that says other amount. Choose it and then put in $20,000. Make sure to switch languages at the beginning so you can understand what your choices are or do like I do sometimes and roll the dice and see what happens, kinda like playing the slots!

Lol, I played the slots like that in Iquitos and I was pretty happy to get my card back at 10:00 the next morning after the ATM ate my card. I am always pressing English now.
