after an hour half tour of the refuge https://www.elrefugiodepotosi.org/ (be sure to book a tour a day or so/more in advance cost is around 150peso if you find a group of 6).

We tried looking for the trail to the lookout at the top of the hill

But, the locals said it was covered over, most of the trail was. You need to walk along the rocky beach until you find the trail.

We went to Zeus, which involved following the dirt road behind the restaurant once you walk through that lagoon (its about hip deep water and the current can be fast in spots, but families were crossing over). Zeus is this endless beach with massive waves. Impressive it is. Watch the farm dogs, they bark at first then the calm down and follow yah to the beach. The mosquitos weren't too bad.

Interesting little town with lots of restaurants, some local art work, etc... worth a visit. We went behind the airport to get there on a scooter. Paved road not too may speed humps.
