I once discussed electrical rates with a local well to do business owner. Rates in Mexico are very complicated.

For residential it gets more expensive the more you use-just the opposite of the U.S. As I recall there is a rate that covers a small amount of usage such as what a Mexican family would have, i.e, lighting, a fridge and not much else. If you can afford a bunch more appliances, i.e., electric dryer, A/C, etc., then be prepared to pay a much higher 'rich folks' rate.

There are several rate schedules and a knowledgable customer can "make arrangements" for the most economical rates. For example, one can put in a single commercial grade transformer (out of pocket expense) for multi unit buildingsand save a bunch.
