Dogs on the Beach

Doggie cops were on La Ropa this morning. They stopped us to tell us that our 8 lb Chihuahua needs to be on a leash. We had just witnessed a very large dog deposit his business on the beach, and the owner did nothing, even though we indicated to him what his dog had just done. He was playing in the water and just waved us on, like it did not matter. So, we were looking for the doggie cops to tell them what we had witnessed, and what the dog looked like. They said there was nothing that could do since they did not see the incident! As an aside, the owner (and dog) appeared to be staying at the Viceroy.
