Precisely. This is what has happened in Russia. Although their Constitution gives citizens the right to freedom of expression, Putin and his allies have stifled all dissent, up to and including murder of his opponents. With a pliable Supreme Court, there is nothing that Agent Orange won't be able to get away with. All he has to say is that it was an official act of the Office of the President and voila!, he has carte blanche. He has already said that those who oppose him are less than human and he should have to right to use the military against them.
